to Order
The
meeting was called to order at 1:00 pm by Chris Dean.
1. Approval of minutes: The minutes from the Oct 21, 2017 Election of
POA members and the March 22, 2018 board meeting minutes were submitted for
approval. Cliff made a motion to approve minutes, Cliff seconded, all were in
favor.

if there is another company that could be called for water breaks. During the discussion it was shared that in the
past we have used others and paid more and they brought in a subcontractor.
White River is used by most POAs. We have never had an issue with White River fixing
a problem and never had to call them back for same issue.

with several lots is $1,667 behind and the taxes have not been paid either.
Liens are in place.

home just reached 90 days behind in dues, a shut off letter will be sent

E. Election
of Board
Election
meeting is scheduled for June 9th 1 pm at clubhouse.
Nominations
can be made prior to meeting by contacting Diane Hopkins-Broyles or nominations
can be made the day of the meeting.
No-one
volunteered to form a nominating committee.
F. Status
of litigations of Oak Creek Parkway
1. Law suit for using our roads to
transport building material and use by Million Oaks resident. Cease and Desist
order in place.
2. Outbuilding constructed without
approval still pending
G. Water
and Sewer Report
1. Water
§ Had 2 sizable water leaks that
have been fixed and now in good shape.
§ Recommend the purchase of a
chlorine tester and train someone to use.
The cost would be < $350. This would be useful to determine if
standing water is a leak. The absence of
chlorine is the water would indicate water is spring water and not POA water.
The cost to have White River check for leak is $55 – 65 each time.
§ There was a tree planted on top
of water pipes. The board will send a
letter.
2. Backflow prevention program
§ Sprinkler back flow testing needs
to be done yearly. If DNR shows up and this is not done they will have the
homeowners water turned off and the homeowner will need to pay to turn back on.
Documents should be sent to Diane.
3. Sewer
In good shape. Two new diffusers were installed.
H. Club
House and Swimming Pool
§ Pool will be open 1 – 2 weeks
prior to Memorial Day.
§ The pool needs to be caulked and
sealed. Filters only need to be changed every 3 years.
§ Marc is paid $30 day to manage
the pool. A suggestion to form a committee to manage the pool was made. This
was discussed and it was determined that there needed to be a consistent person
managing the pool to ensure water is appropriately maintained.
§ Marc requested volunteers to help
clean tennis court and need for hoses for power washing. Marc had volunteers
who have hoses and willing to help. If
anyone else is interested contact Marc.
I. Vandalism/Unlawful
use of private and community property
1. Gate from Million Oaks to Oak
Creek Property
There was concern voiced that there is now a gate
across the drive into Million Oaks. One solution to prevent Million Oaks
resident from using Oak Creek roads is to dump large rocks across drive. The individuals that own the land that is land
locked still will be able to have access to roads. No decision was made at this
time.
2. Use of dumpsters
The POA is charged extra when items are left outside
dumpsters and when furniture is put in dumpsters. Discussion occurred regarding
how to stop unlawful use. The current camera we have are not High Def and
pictures are poor quality. Plan to purchase a better security camera to be able
to capture more detail and to put up signs warning about security cameras.
3. Limb dump area is only for
resident of Oak Creek.
J. Road
Report
1. Bid
A bid was received from Blevins Asphalt in Mount
Vernon. The bid was for patch and seal and apply 2-inch cap.
$170,934 to do all roads
$22,000 for Oak Creek Circle
$70,000 Austin Place
$44,000 Bethany which includes removal and then
redo.
Roads generally last about 10 years
2. Funding
§ To do roads immediately we would
need to borrow money. Research will be done regarding financing. The interest
rate will be potentially 7% and cost would be $2,000 month.
§ Wait 1 – 2 years and save some
money
§ Pursue grant money
§ Proposed raising due $10 month
§ Use clubhouse as collateral
This will be discussed at the June meeting.
